That's it. We've had it. Nobody's willing to help us, so we're canceling our phone service altogether and switching to cable. Yes, it will cost us and yes things are already tight, but it's cheaper and less problematic than everything else we've looked into/called about. Okay, I misunderstood the message from Karen yesterday morning. The apt complex is aware of the blackout electrical problem, but not the phone one.
